Full text reads 勝創立 渚 五紀念 "Commemorating 5th year of the founding..." It doesn't translate well because it includes a name I wasn't able to identify. Likely the name of the Japanese city or town who's fire brigade had its 5th anniversary. Central imagery shows a Matoi which is an old Japanese fire brigade symbol. Many fire brigades were formed following national regulation in 1984 requiring them meaning this 5th anniversary cup comes from the early 1900s. The lack of base mark is consistent with early 1900s meiji era production.
