I have a machine that lets me erase tape footage (I’m selling it on my page). All 8mm/hi8 tapes have been erased and are ready to be recoded on to. The VHS-C tapes are just brand new I’m pretty sure but it has been a while since I’ve tested them but from what I remember they have no footage on them.
