The back is clearly marked © DISNEY TAIWAN, and it is in its original Disney Store presentation box. That combination strongly supports it being an older, officially licensed Disney Store jewelry piece rather than a modern inexpensive souvenir. Similar vintage Disney Taiwan enamel/rhinestone brooches are actively collected today.
