From Curio.com:
Brinn and Company, often known simply as Brinn's, was a prominent importer and distributor of Japanese ceramics, figurines, and doll parts founded in the mid-20th century. During the post-World War II era, Japanese factories produced vast quantities of porcelain craft supplies and hobbyist doll parts for American companies to import and distribute. These doll heads were supplied to hobbyists who crafted their own heirloom-quality cloth and porcelain dolls.
>Brinn's distributed various styles of hand-painted porcelain shoulder heads featuring distinct molded hairstyles and facial expressions typical of mid-century doll making. Crafters attached these shoulder heads to stuffed fabric bodies using the pre-drilled holes at the base of the chest plate. Today, these marked Brinn's doll parts are actively collected by crafters restoring antique and vintage dolls.
