These cartridges were included in the printer boxes. That is the reason why they read "SETUP" on the cartridges. Canon confirmed, that setup cartridges included in printer boxes do contain the same ink and the same amount of ink as the Canon cartridges that you buy in stores that do not read "SETUP".
