On 2 June 2026, the European Commission officially issued the Guidance on the temporary flat fee for low-value imports. The guidance clearly stipulates that, starting from 1 July 2026 (local European time), all small parcels shipped directly from non-EU countries to EU consumers with a single parcel of no more than EUR 150 will no longer be exempt from duty. Instead, a fixed customs duty of EUR 3 will be levied based on the item (i.e. tariff classification subheading). Where a single parcel contains goods from different tariff classification subheading, duties will be calculated separately for each tariff subheading (i.e., if one parcel includes items under different tariff subheading, the applicable duty will be calculated separately by different tariff subheading).The new rules further specify that the EUR 3 fixed customs duty still applies even if the goods are subject to special VAT treatment, or if VAT has already been collected and remitted by the platform via the IOSS (Import One-Stop Shop) system, or if the parcel is sent through traditional international postal channels.
