These were unused government surplus. The silvery gray paint on the backs of these units had become tacky over time and when we removed the tackiness it left what looks like some wear on the finish. They are all fully functional and unused.The unit still retains the original factory protective film over the display. It\'s easy to operate and functions off 2 \"AA\" batteries.
