It will wind up but slips so it is being sold as not working. It is also missing the rod that connects Popeye to the base. The original pipe is present. A couple of tabs are also not present. This will make a nice toy to display on your shelf. A replacement rod should be easy to make from hobby store parts.Please look at the photos for your best description.
