It flashes clear, and only flashes after being connected to a separate power supply! It clearly states that emergency lightbars are restricted and must be amber or clear lensed, or have amber or clear LEDs. Being the fact that this is only a replacement bulb, and not a complete lightbar, removes it from falling into the realm of restricted.
