This is a late 19th-century New York National Guard helmet insignia / dress hat plate, specifically belonging to the 1st Cavalry Regiment (or 1st Regiment Cavalry/Troop A era).
It features elements from the State Seal of New York combined with standard U.S. military motifs:
The scroll across the bottom reads \"EXCELSIOR\" (\"Ever Upward\"), the state motto of New York. The lower left quadrant of the shield displays the rising sun over water, a prominent element of the New York coat of arms. The crossed sabers indicate the Cavalry branch, while the yellow felt-backed cutout \"1\" denotes the 1st Regiment. An American eagle perched atop a globe with wings spread crests the top of the shield. The upper left of the shield contains stars and stripes, and crossed cannons/sabers anchor the central crest. The solder is correct for this time period. Double retention rings on reverse.
These brass plates were typically worn on the front of full-dress felt helmets (such as the Model 1881 dress helmet) or specialized parade headgear by New York state militia and National Guard cavalry units between the late 1870s and early 1900s (spanning the Indian Wars and Spanish-American War eras).
